Assessment of the proposed Riviera Maya Invitation to Tender

 

In support of the proposed international bidding process to award the concession to build, operate, and manage a new airport in the Riviera Maya region of Quintana Roo, Mexico, the Mexican Secretariat for Communications and Transport (SCT) and the Mexican aviation regulator (DAGC) appointed AviaSolutions to undertake an independent assessment of the proposed Riviera Maya tender process.

The aim of this project was to review and provide recommendations on the proposed tender process and included:

  • A review of the tender process recommending changes to improve its marketability and attractiveness to investors.
  • Review of the mechanics of the process recommending enhancements with the aim of maximizing bidder interest.
  • An assessment of the viability of the new Riviera Maya airport including the development of a high level traffic forecast and financial model to determine the projects feasibility and appeal  to investors.
  • An analysis of the potential impact of Riviera Maya on Cancun, in terms of passengers, its price cap, and the implications for the ongoing regulation of Cancun.

 

The combined analysis provides guidance to the SCT/DGAC on the implementation of the optimal tender process which aims to deliver the best airport development at the best price for the government and the region, whilst ensuring strong bidder interest in the investment opportunity.
